This Site (Barracks Bazaar) is not affiliated with, endorsed by, or officially or unofficially managed by the U.S. Department of Defense, any branch of the U.S. military, or any individual installation, garrison, or command.

1. Eligibility and Community

Use of the Site is limited to individuals who identify as members of a U.S. military community: active-duty military, civilian employees, contractors, or on-post host-nation personnel ("Community Members"). The Site is organized into separate community marketplace areas; you buy and sell within the community area associated with your account.

Use by any other person or entity—including businesses, commercial organizations, dealers, service providers, or anyone not listed above—is expressly prohibited. You represent and warrant that you meet these eligibility requirements.

You further represent and warrant that you are at least 18 years of age. The Site is intended for adults; if you are under 18 you may not register or use the marketplace.

2. Responsibility: Buyer and Seller Accounts

Sellers create and manage their own listings. They are solely responsible for description accuracy, pricing, delivery arrangements, and fulfilling all sales obligations.

Buyers commit to purchasing any item for which they place a confirmed order. Buyers who fail to complete a purchase may be suspended or removed at the administrators' discretion.

3. No Fees or Commissions on Buying and Selling

The Site is free to use. We do not charge registration fees, commissions, or any transaction fees on buying or selling. (Optional supporter contributions, including subscriptions for the AI listing tools, are separate and entirely voluntary — see Section 27.)

4. No Handling of Funds; Not a Payment Processor

Barracks Bazaar hosts listings only. The Site never receives, holds, processes, escrows, transmits, or refunds any funds exchanged between members. The only payments the Site itself accepts are the optional supporter contributions described in Section 27. It is not a payment processor, escrow agent, bank, money transmitter, or marketplace operator that handles money. All payment and exchange occurs directly between the buyer and the seller, offline and in person. We do not collect, store, or transmit card numbers, bank details, or any other payment-instrument data. The "order" function on the Site is solely a way for a buyer and seller to connect and arrange their own in-person exchange; no marketplace money moves through Barracks Bazaar at any point (the only payments the Site accepts are the optional supporter contributions in Section 27).

5. No Party to Transactions; Disputes Between Users

Barracks Bazaar is not a party to any transaction between users. We provide no mediation, dispute resolution, arbitration, refunds, chargebacks, or transaction guarantees of any kind. Any dispute, disagreement, non-payment, non-delivery, or claim regarding the condition, quality, or fitness of an item is solely between the buyer and the seller, who must resolve it directly between themselves. The Site has no obligation to intervene and assumes no responsibility for the outcome of any transaction.

6. In-Person Meetups and Assumption of Risk

Because all exchanges occur in person, you meet and transact with other users entirely at your own risk. Barracks Bazaar is not responsible for your personal safety and is not liable for any personal injury, death, theft, robbery, property damage, loss, harassment, or other harm arising out of or in connection with any meetup, exchange, or interaction between users. We strongly recommend that you meet in safe, public, well-lit locations, bring another person where possible, inspect items before exchanging, and follow your installation's guidance for personal sales and visitor access.

8. Privacy Policy

Our Privacy Policy governs the collection, use, and disclosure of your personal data and explains your rights under the EU General Data Protection Regulation (GDPR) and applicable data-protection law.

9. Acceptable Use and Conduct

When using the Site you agree that you will not: harass, threaten, abuse, defame, or impersonate any person; engage in fraud, deception, or misrepresentation; post spam or unsolicited commercial messages; scrape, harvest, or copy Site content or member data by automated means; interfere with, probe, or attempt to circumvent the Site's security or moderation systems; or create, operate, or control multiple or duplicate accounts. One account per person; accounts are personal and non-transferable.

10. Operational Security (OPSEC) and Installation Rules

You must not disclose, through listings, messages, profiles, or any other content, any information concerning troop movements, deployments, unit locations or schedules, force protection measures, or installation access, gate, badge, or physical-security details. You agree to comply with all applicable installation, garrison, and command policies governing personal sales, solicitation, and conduct on post. Content that creates an operational-security or force-protection concern may be removed without notice.

11. Prohibited and Restricted Items

Sellers must not list or sell any items or offerings that are illegal, unsafe, or violate these Terms. The following are expressly prohibited or restricted:

• Animals & Animal Byproducts — live animals, ivory, fur, or other wildlife-derived products, nor animal byproducts such as raw eggs, milk, or honey.
• Weapons & Explosives — firearms, ammunition, explosive devices, and weapon accessories.
• Controlled Substances — illegal drugs, drug paraphernalia, or prescription medications.
• Stolen or Counterfeit Goods — any item that infringes intellectual property rights or is known to be stolen.
• Explicit Adult Content — materials depicting sexual acts or intended for adult audiences only.
• Hazardous Materials — radioactive, toxic, or biohazardous substances.
• Military Clothing & Gear — restricted to sales between verified military personnel only; sellers must confirm the buyer's active military status.
• Commercial Entities & Professional Services — professional shops, dealerships, manufacturers, or other businesses may not list goods or services.
• Services & Digital Goods — listings are limited to tangible personal property; no services or electronic downloads. (Community member-provided services such as babysitting or lawn care may be added in the future.)
• Other Illicit or Regulated Goods — any items prohibited by applicable U.S., host-nation, or local law.

12. Home-Baked Goods & Cooked Food Items

• Permitted Items — sellers may list home-baked goods and prepared food items, provided they comply with all applicable food-safety and hygiene regulations.
• Ingredients & Allergen Disclosure — each listing must clearly disclose common allergens (e.g. nuts, dairy, gluten, soy, eggs, shellfish) and special-diet considerations (e.g. vegan, vegetarian, keto).
• Seller Responsibility — sellers are solely responsible for safe, sanitary preparation, storage, and delivery, and for any required permits or inspections.
• No Administrator Liability — the Site's administrators make no warranties regarding the quality, safety, or fitness for consumption of any food items. Buyers assume all risk.

13. Delivery and Pickup

Delivery and pickup arrangements (including residential pickup, residential delivery, and on-base pickup) are made directly between buyer and seller. Any delivery fee is set by the seller, is collected by the seller in person, and is never handled by the Site. Barracks Bazaar makes no guarantee that any item will be delivered, picked up, or made available, and is not responsible for the manner, timing, condition, or completion of any delivery or pickup.

14. Moderation, Reporting, Appeals, and Waitlists

To promote safe interactions, the Site provides moderation tools. Members may report listings or other members; reports are reviewed by community moderators and administrators, who may archive or remove listings, issue warnings, or suspend or terminate accounts. A member who is subject to a moderation action may submit an appeal, which an administrator may grant or deny at their discretion. Where a waitlist or interest feature is offered, it is a convenience only and creates no obligation on any seller or on the Site to reserve, hold, or provide any item. All moderation decisions are made at the administrators' sole discretion.

15. Seller & Site-Owner Disclaimers

All listings, products, and transactions are the sole responsibility of the Seller. We make no representations or warranties regarding any item's quality, safety, legality, or fitness for purpose. We are not responsible for any aspect of a transaction, including item condition, shipping, customs duties, taxes, or disputes between buyers and sellers.

16. "As Is" Service; No Warranty of Availability

The Site and all of its features are provided on an "as is" and "as available" basis, without warranties of any kind, whether express or implied, including but not limited to any implied warranties of merchantability, fitness for a particular purpose, title, or non-infringement. We do not warrant that the Site will be uninterrupted, secure, error-free, or available at any particular time, or that any listing, feature, or content will be accurate or remain available. Your use of the Site is at your own risk.

17. Limitation of Liability

To the fullest extent permitted by law, our liability is disclaimed and capped at direct damages up to $1 (one USD). Nothing in these Terms limits any liability that cannot be limited or excluded under applicable mandatory law.

18. Termination and Suspension

Administrators may suspend or terminate any buyer or seller account at any time, without notice or explanation.

19. No Agency or Employment

Nothing in these Terms creates any partnership, joint venture, agency, franchise, employment, or fiduciary relationship between you and Barracks Bazaar. You have no authority to bind the Site, and the Site does not act on your behalf. You and other users act solely as independent individuals in your dealings with one another.

20. Compliance with Laws

Users must comply with all applicable U.S., host-nation, and local laws, regulations, and military orders governing property, commerce, and import/export controls at their installation.

21. User Content and Intellectual Property

You retain ownership of the listing content and images you post. By posting them, you grant Barracks Bazaar a non-exclusive, royalty-free, worldwide license to host, store, display, reproduce, adapt for display, and moderate that content for the purpose of operating the marketplace. You represent and warrant that you own or have all necessary rights to the content and images you upload and that they do not infringe any third party's rights. You agree not to copy or scrape any content from the Site for unauthorized use.

22. Indemnification

You agree to indemnify and hold us harmless from any claims, losses, liabilities, and expenses arising from your breach of these Terms or any transaction conducted through the Site.

23. Governing Law and Dispute Resolution

These Terms, and any dispute arising out of or relating to them or to your use of the Site, are governed by the laws of the State of Washington, USA, without regard to its conflict-of-laws rules. You agree that the exclusive venue for any such dispute shall be the state or federal courts located in the State of Washington, and you consent to the personal jurisdiction of those courts.

Nothing in this section deprives you of, or requires you to waive, any mandatory consumer-protection or data-protection rights you have under the law of your country or place of residence that cannot lawfully be waived. In particular, if you are resident in the European Union, you retain the mandatory protections of EU and member-state consumer-protection law and your rights under the EU General Data Protection Regulation (GDPR), and you may also bring proceedings in, and rely on the mandatory law of, your country of residence where applicable law so requires.

24. Severability

If any provision of these Terms is held to be invalid, unlawful, or unenforceable, that provision shall be modified to the minimum extent necessary to make it enforceable, or if it cannot be so modified, severed from these Terms; the remaining provisions shall continue in full force and effect.

25. Changes to Terms

We may modify these Terms at any time. We will post updated Terms and update the "Last updated" date. Your continued use constitutes acceptance of the revised Terms.

26. No Verification of Members; Reporting

The Site relies entirely on each member’s own self-attestation of their military-community affiliation and eligibility, made at registration. Barracks Bazaar does not verify, vet, or confirm any user’s affiliation, identity, or eligibility to access or use the Site. The fact that a person holds an account, appears in a community area, or has posted a listing does not mean the Site has validated that person, their affiliation, or their right to access the Site. As with the in-person meetups described in Section 6, you deal with other members entirely at your own discretion and risk.

If you encounter a suspicious item, listing, or user — including anyone who appears not to be an eligible community member — please report it to the moderators using the Site’s reporting tools (see Section 14) so it can be reviewed and actioned. Reporting helps keep the community safe, but the Site makes no guarantee that any account or listing has been checked.

27. Voluntary Contributions and AI Listing Tools

Members may make voluntary contributions that unlock optional AI listing tools (an assistant that helps draft item listings). These points apply:

• Contributions are entirely optional. They are never required to buy, sell, or use any core feature of the Site, and they fund the Site's operating costs.
• Options include a one-time access period and auto-renewing subscriptions (for example 3-month, 6-month, or annual). Subscriptions renew automatically until cancelled. You can cancel at any time using the link in your payment receipt or by contacting us; cancellation stops future renewals and access continues to the end of the paid period.
• Payments are processed by Stripe, a third-party payment processor. The Site never receives or stores your card number.
• If something goes wrong, contact us for a refund. When a payment is refunded, the associated access ends.
• AI access is subject to fair-use limits (currently a daily number of AI drafts). We may suspend access for abuse.
• AI-generated drafts are suggestions. You are responsible for reviewing every listing you publish, including its accuracy, pricing, and legality under Section 11.
• Prices are shown in U.S. dollars and may change; changes never affect a period you have already paid for.
